Game Procedures and Rules

Canyon PSA Winter Cup 2009 - RULES OF COMPETITION

INCLEMENT WEATHER POLICY

Rules of Competition: 

  • FIFA rules as modified by USYSA and CYSA-South.
  • Tournament Check-in will be held Friday, December 11th at AYRES SUITES – 22677 Oakcrest Circle • Yorba Linda, CA 92887 • 714.921.8688. 6:00-8:30pm
  • Game Check-In is with the Field Marshal, prior to the game.
  • No protests are allowed, all referee decisions are final.
  • Only Team Official/Coach may represent the team during official proceeding.
  • Each Team is responsible to clean their sideline following the game.
  • Please inform Field Marshal of any problems, prior to completion of the match.
  • Each team allowed 3 borrowed players (exceptions by Tournament Director approval).

 
Home Team Responsibility 

  • The first team listed is the home team.
  • Home team has choice of field side.
  • Color conflicts, the Home Team will change to an alternate uniform.
  • The Home Team will have choice of kickoff or which goal to defend.
  • The Home Team will supply the Match Ball, subject to referee approval.

Please maintain the tight game schedule.  NO TIME ADDED TO ANY MATCH. 

  • Preliminary games will not have overtime or PK’s (tie score will result).Semi Final games, in case of tie in regulation will go directly to PK’s.Final games will have two 5 minute overtimes (golden goal), if still tied proceed to FIFA PK’s.Semi Final and Final PK’s only by players on the field.Match time will remain running in event of injury. If more than 50% of match is lost to some serious event, the match will be re-scheduled.If a match is terminated anytime after one half of play is completed, for inclement weather, the final results will be based on the score at the time the match was terminated.
  • U9 and U10 play 8 v 8 on short sided field.

  Substitutions Substitutions shall be unlimited, with the consent of the referee. Players must enter from the halfway line.

  • Throw-in, by either team.Goal Kick, either team.Goal scored either team.Injury, either team.Half time, either team.A cautioned player may be removed at referee or coach discretion.
  • Referees will comply with FIFA rules and substitutions. Substitutions can be made at any stoppage or dead ball but ONLY with the permission (discretion) of the referee.

   Match Points – “10 point Maximum” System for a 3-0 Win 

  • Six points for each win.Three points for a tie.One point for a shut-out. No “shut-out bonus” for 0-0 tie games.One point for each goal scored, maximum 3 points each match.Zero points for a loss.
  • Minus one point for each player or team official red carded or ejected.

 Tie Breakers – after Preliminary Matches 

  • Head to Head.Team with Most Wins.Fewest Goals Against.Most Goals Scored (Max 5 goals/game)Most Shut-Out Wins.
  • FIFA Penalty Kicks – 15 Minutes prior to start of Semi or Final Match.

 Match Forfeit/Bye/Abandoned  

  • Failure to present player cards.Failure to have one team official with valid Administrator ID card.Failure to have at least 7 players reporting for check-in five minutes prior to the scheduled start of the match.Home Team unable to supply alternative jerseys.
  • Any other action which cause the match to be terminated.

  Match Forfeit/Bye/Abandoned - Result 

  • Forfeit game or bye – the non forfeiting team will be awarded 8 points for a (1-0) scoreAbandoned game – the remaining team will be awarded 8 points (1-0) score, or the match result, which ever is greater.A forfeit/Abandoned game may result in elimination of a team from the tournament. If so, all previous games will be recorded as a forfeit, at the discretion of the Tournament Director.
  • For Tie Breakers: If a team is at a (dis)advantage because of a forfeit win (1-0), the tournament committee reserves the right to declare all games of forfeiting team forfeits.

 Conduct 

  • The Coach is responsible for the conduct of the entire sideline.Any Red Carded player will result in the deduction of one point from team total and may not be allowed to participate in the next tournament game at the discretion of the Tournament Director.Any Red Carded Coach will result in the deduction of one point from team total and may not be allowed to participate in the next tournament game at the discretion of the Tournament Director.Game attendance of Ejected Coach or game participation by a Red Carded Player will result in game forfeiture.The Tournament Director can suspend a Coach, Player, Parent, Sibling or Visitor from attending any further games. Game forfeiture will result without compliance.Any serious foul play or serious poor conduct, as determined by the tournament committee, could result in suspension from the tournament and will be reported to CYSA-South.No alcohol or Intoxication is allowed at the Tournament Venues. Such conduct will be referred to the Anaheim Police Department.
  • No refunds will be granted to teams disqualified from the tournament.

 Inclement Weather 

  • Always report to your scheduled field,If inclement weather delays games:
    • Matches may be postponed or played the next day.Matches may be shortened to two 15 minute periods.
    • Matches terminated prior to completion of one half, will be re-scheduled.
  • PK’s may be used to determine winner.A coin toss may determine winner.Awards may be based on match points, at the discretion of the tournament director.
  • A reduced/modified schedule due to weather is not considered a tournament cancellation.

Awards

 

  • Tournament Participation Pins to be distributed at team check-in.
  • Championship Medals/Trophies and Finalist Medals to be distributed after Championship game.
